Assessment Commission
The Assessment Commission conducts official valuations and determines compensation for formal and material expropriations in the first instance. It is also responsible for determining VAT amounts and assessing the value-added tax.
About us
The Assessment Commission has three chambers:
1. Expropriation law chamber
2. Land valuation chamber
3. Agricultural chamber
In case of a dispute, the expropriation law chamber, as the specialized administrative court of first instance, determines the compensation for formal and material expropriations. The land valuation chamber conducts official valuations of non-agricultural properties. It is the competent cantonal authority for determining the accepted value as defined in article 618 paragraph 1 of the Swiss Civil Code (ZGB). Determining official estimates of the capitalized earnings value of agricultural properties is the responsibility of the agricultural chamber (article 87 paragraph 1 of the Federal Act on Agricultural Land Rights (BGBB).
The Assessment Commission is also responsible for determining VAT amounts and assessing the value-added tax for zoning, rezoning or upzoning (§section 52a1 paragraph 1 of the Public Transport Act (PBG).
Composition and organization
The Cantonal Council elects an Assessment Commission for the term of its office, composed of the President, the Vice-President and eight members who have relevant expertise.
